Learning is not the end goal. Specific "Performance Competence" is. Generic Competencies are only foundational if they can transfer to another performance context. Research suggests that they usually will not. Formal Performance-based Instruction & Information is needed, where warranted by the risks and rewards, to enable the workflow, either during and/or prior to the workflow performance. For Performance Competence. And ROI.

Just because an ISD practitioner can identify a valid learning need - does not in and of itself warrant meeting that need. Only ROI projections based on valid estimates of Risks, Rewards, and Investment costs for the life cycle of the need should be the basis for meeting the need, or not.

Formal and/or Informal?
I believe that the Reason that 80% of What's Learned About the Job Has Been Informal - Is Due to a Lack of Funding of Formal Instruction and Information in the Past. Duh. And in most of my 74 CAD efforts we typically found that far less than 10% of the job is reflected in the Instructional Content. And seldom did the Content focus on Performance. It was almost always Focused on Topics. Where is Your Content Focused?
The Stakeholders
Customers may lead in setting Requirements but can be outweighed by other Stakeholders.
Too many ISD efforts today are Instructional One-Offs.
This is How and Where Content Redundancy is Created. Because the ISD processes in use don't Minimize this. They inadvertatnly Maximize this.
If your focus isn't on Performance Competence you probably won't affect it.
If Change Is a Constant - How is Your Content Architecture Robust to That?
Collaboration in the Job Tasks are either Performance-enabling or Performance-distracting.
The PACT Processes address Formal and directed-Informal Learning. Because most times both are necessary.
