"Learning" is not the end goal - specific "Performance Competence" is. Generic Competencies are only foundational if they can transfer to another performance context. Research suggests that they usually will not. Formal "Architected" Performance-based Instruction & Information is needed, where warranted by the risks and rewards, to enable the workflow, either during and/or prior to the workflow performance.
